DIRECTOR: FINANCIAL ACCOUNTING

Pay range: R1 162 200 to R1 365 411 (all-inclusive package) per year (Level 13); 70% basic wage and 30% flexible part that can be arranged in accordance with the regulations in force. A performance agreement will need to be signed by the chosen applicant.

REQUIREMENTS:

A high school diploma and a suitable bachelor’s degree in finance management, accounting, or a related field at NQF level 7 with 360 credits that has been approved by SAQA. It will be advantageous to have a postgraduate degree in management accounting (NQF level 8). a legitimate driver’s license. Prior to appointment, the Nyukela Public Service SMS Pre-entry Programme (certificate) must be completed successfully.

a minimum of six years of financial accounting experience, five of which need to have been spent in middle management (Deputy Director level). It is necessary to have prior experience working in a workplace that uses GRAP.

Knowledge:

A proven track record of managing and preparing financial reports.
Capacity to put internal controls and systems in place to guarantee reliable financial reporting and accounting management. knowledge and comprehension of the PFMA, as well as practical application experience.

DUTIES AND RESPONSIBILITIES:

In charge of the Directorate: Financial Accounting is in charge of creating, carrying out, and maintaining its operational and strategic plans. Create financial statements using GRAP and cash accounting techniques. To improve accountability and performance, implement approved OCJ policies and operational procedures about financial accounting in compliance with particular pertinent legal prescripts.

Make ensuring that appropriate returns are sent to SARS on a monthly and bi-monthly basis and that OCJ compliance reports pertaining to financial management are submitted in accordance with the Treasury rules and timelines, as well as EMP201 / EPP501. Take charge of the salary administration tasks. Create and oversee internal control frameworks and control risks related to financial management.

Through monthly reconciliations, oversee the 100% general ledger reconciliation process in order to achieve a zero balance on the suspense accounts and an accurate expenditure interface. Oversee the complete sections on payments and receipts, including the reporting requirements. In order to handle the high amount of transactions resulting from expanded financial activity, drive the expansion of a modernized financial accounting division. Actively listen to your clients in order to learn about their requirements and give them power.

Help the Principal, CFO, and other Senior Managers carry out their responsibilities in accordance with the Public Service and Public Finance Management Acts. Organize audits, both internal and external. Execute operational and annual performance plans, and supervise the directorate’s risk management and auditing procedures.
